Salisbury Rowan Community Action Agency <br />Community Services Block Grant Program <br />Fiscal Year 2013 -14 Application for Funding <br />Form 210 <br />Agency Strategy for Eliminating Poverty <br />flanning • eriod: 7/l/2013-6/3n/20 <br />Section I: Identification of the Problem (use additional sheets if necessary) <br />1. Give the Poverty Cause name, rank the poverty cause(s) and identify which one(s) the <br />agency will address. <br />Assess poverty needs and conditions within the community facing low- income participants related <br />to a) no or underemployment, b) little or no education or vocational skills and c) no or substandard <br />housing. SRCAA will provide supportive services for families or individuals to develop skills and <br />increased income so they may rise above the income poverty level. <br />SRCAA Family Services will use the Family Development approach to partner with participants and <br />the community to: <br />• Develop /Sustain a strategy to address those needs, both immediate and longer term, <br />in the context of existing resources and opportunities in the community; <br />• Identify specific outcomes to be achieved among low- income people and the <br />community; and <br />Organize and implement program services, and activities, such as advocacy, <br />support and guidance within the agency and among "partnering" organizations, to <br />achieve anticipated results. <br />2. Describe the poverty cause(s) in detail in the community with appropriate statistical data, <br />Explain why the problem exists. Identify the segment of the population and give the <br />number of people experiencing the problem. Explain how the persons are adversely <br />affected. <br />The population of North Carolina is estimated to me 9,656, 401 in 2011 according to the <br />census bureau. Rowan County's population estimate is 138, 019 and Cabarrus County <br />which is more densely populated is 181,468. The median income in NC is $46,291 and is <br />lower in Rowan than Cabarrus by over $11,000. Rowan County's median income is $43,121 <br />and Cabarrus County's median income is $54,280. For the purposes of this grant whose <br />participants must be income eligible, 16.9% of Rowan's population is below the poverty <br />level and only 11.9% of Cabarrus is over the poverty level. <br />With regard to race, 72% of North Carolinians are White, 22% are Black and 9% are of <br />Hispanic or Latino origin. In Rowan 80% are White, 17% are Black and 8% are of Hispanic <br />origin. In Cabarrus 80% are White, 16% are Black and 10% are of Hispanic origin. As of <br />November 2012, the opposite demographic is true. 88% of our participants are Black, 10% <br />are White and only one family self- identified as Hispanic. Approximately half were <br />employed, about 40% were unemployed and 90% of them are renting. These demographics <br />depict the constituents who are most in need of the services in these two counties.
