ARTICLE VI (Cont.) <br />Section 8. Duty to Vote: <br />It is the duty of each member (including Chairman) to vote unless excused <br />by a majority vote according to the By -Laws. The Commission may <br />excuse members from voting on matters involving their own financial <br />interest or official conduct. A member wishing to be excused from voting <br />shall so inform the chair, who shall take a vote of the remaining members. <br />A member who fails to vote, not having been excused, shall be recorded as <br />voting in the affirmative. <br />ARTICLE VII <br />Officers <br />Section 1. Officers: <br />Officers of the Commission shall consist of a Chairman, a First Vice <br />Chairman, and a Second Vice Chairman. <br />Section 2. Election of Officers: <br />The officers shall be elected at the organizational meeting each year. At <br />that time, the nominating committee shall submit the name of a candidate <br />for each of these positions, and nominations from the floor shall be <br />permitted. For each position, the person receiving the highest number of <br />votes shall be declared elected. <br />Section 3. Term of Office: <br />Officers shall serve for the term of one year, beginning at the close of the <br />meeting at which they were elected. <br />Section 4. Officer Vacancy <br />An officer vacancy shall be filled by the Executive Committee for a time <br />period not to exceed the original term of the vacant office. <br />Section 5. Duties of the Chairman <br />The Chairman shall preside over all meetings of the Commission and shall <br />sign all official papers or documents relative to action taken by the <br />Commission.
