Proposed Activities (per Action Plan): <br />Single Family Rehabilitation <br />2. Describe how you provided decent housing and a suitable living environment for <br />low and moderate - income persons and how it made an impact on identified needs. <br />Cabarrus County has identified low to moderate income homeowners with substandard <br />housing as the greatest housing need in its jurisdiction. Cabarrus County has also decided <br />to focus it's housing resources on elderly and disabled residents. Low to moderate income <br />persons and families are selected for the single family rehabilitation after going through an <br />application process. The homes are inspected and evaluated for their needs. Qualified <br />applicants have their homes rehabilitated through the HOME program. Cabarrus County <br />uses HQS inspection forms and lead reports by certified inspectors to create work write - <br />ups to meet all the code needs and other needs as defined by the circumstances. <br />Common rehabilitation activities are: roof replacements, electrical and plumbing work, <br />energy efficiency updates, windows, doors, and handicap accessibility features. All of <br />these activities work to keep the home affordable and safe for the client. It also helps <br />Cabarrus County keep clients in the home when accessibility measures are taken. Most <br />work is focused on low to moderate income elderly and disabled clients, thereby meeting <br />the published goals of the program. All of these activities are available to qualified <br />applicants, however, we had difficulty this year finding qualified applicants. <br />H -2 Page 246 <br />
