(15) Cloth or textile waste. Any clothing rags, textile remnants or waste, cloth, scraps, except fibers of <br />scrap that will pass through a one - fourth -inch mesh screen or its equivalent in screening ability, <br />provided such fibers do not interfere with the normal operation of the treatment plant. <br />(16) Fixed solids limit. Any waters or wastes in which the total fixed solids exceed one thousand five <br />hundred (1,500) mg/l. <br />(17) Excessive discharge rate and/or concentration. Any pollutant released in a discharge at a flow <br />volume, flow rate and/or pollutant concentration, which will, either singly or by interaction with other <br />pollutants, cause the POTW to violate any of its NPD>S and /or state disposal system permits or the <br />receiving water quality standards. <br />(18) Excessive residues, Any pollutant released in a discharge at a flow volume, flow rate and/or pollutant <br />concentration, which either singly or by interaction with other pollutants, may cause the POTW's <br />effluent or any other product of the POTW, such as residues, sludges, or scurns, to be unsuitable for <br />reclamation and recycling or to interfere with the reclamation process. In no case, shall a substance <br />discharged to the POTW cause the POTW to be in noncompliance with applicable local, State or <br />Federal sludge use or disposal guidelines. <br />(19) Heavy metals. Any waters or wastes containing amounts of arsenic, cadmium, chromium, copper, <br />lead, nickel, zinc, or other heavy metals which exceed national categorical standards, local limits, <br />interfere with treatment efficiency or sludge disposal criteria or cause the POTW to exceed N1 <br />permit limitations. <br />(20) Poisons. Any waters or wastes containing cyanide or other such poisonous substances. <br />(21) Interfering solids. Any waters or wastes containing suspended solids of such character and quality <br />that unusual attention or expense is required to handle such materials at the POTW. <br />(22) Color. Any wastewater which imparts color and passes through the POTW treatment plant, <br />including, but not limited to, dye wastes and vegetable tanning solutions, which consequently imparts <br />sufficient color to the treatment plant's effluent thereby violating any State or Federal regulations <br />pertaining to the effluent from the plant or the receiving water <br />(23) Pretreatment sludges. Any removed substances to include, but not be limited to, sludges, screenings <br />or other residues from the pretreatment of wastewater. <br />(24) Medical wastes. Any medical wastes, except as specifically authorized by the Executive Director in a <br />wastewater discharge permit. <br />(25) Ammonia compounds. Any material containing ammonia, ammonia salts, or other chelating agents <br />which will produce metallic complexes that interfere with the wastewater treatment system. <br />(26) Hazardous waste. Any material that would be identified as hazardous waste according to 40 CFR <br />Part 261 if not disposed of in a sewer except as may be specifically authorized by the Executive <br />Director. <br />(27) Human or animal parts. Recognizable portions of the human or animal anatomy. <br />(28) Toxicity. Wastewater causing, alone or in conjunction with other sources, the treatment plant's <br />effluent to fail a toxicity test. <br />16 <br />Attachment number 3 <br />H -3 Page 271 <br />
