User - specific local <br />limits for appropriate pollutants of concern shall be included in wastewater permits. The Executive Director may impose <br />mass limits in addition to, or in place of, concentration - based [`units. <br />2.4 Rule of Stringency <br />The most stringent limitations and requirements on pretreatment of discharges to a POTW in effect, whether imposed by <br />WSACC, state or federal government, shall apply. The user will be required to implement such pretreatment as <br />necessary to comply with the applicable standards. <br />2.5 Right Of Revision <br />WSACC reserves the right to establish limitations and requirements which are more stringent than those required by <br />either State or Federal regulation if deemed necessary to comply with the objectives presented in Section 1.1 of this <br />ordinance or the general and specific prohibitions in Section 2.1 of this ordinance, as is allowed by 40 CFR 403.4. <br />2.6 Dilution <br />No user shall ever increase the use of process water or, in any way, attempt to dilute a discharge as a partial or <br />Attachment number 4 <br />H -3 Page 273 <br />
