complete substitute for adequate treatment to achieve compliance with the limitations contained in the National <br />Categorical Pretreatment Standards, unless expressly authorized by an applicable pretreatment standard, or in <br />any other pollutant - specific limitation developed by WSACC or State. <br />2.7 Pretreatment of Wastewa <br />(a) Pretreatment Facilities <br />Users shall provide wastewater treatment as necessary to comply with this ordinance, and wastewater permits <br />issued under Section 4.2 of this ordinance and shall achieve compliance with all national categorical <br />pretreatment standards, local limits and the prohibitions set out in Section 2.1 of the ordinance within the time <br />limitations as specified by the EPA, the State, or the Executive Director, whichever is more stringent. Any <br />facilities necessary for compliance shall be provided, operated, and maintained at the user's expense. Users <br />shall not discharge wastewater requiring treatment either directly or indirectly to WSACC's wastewater <br />treatment system without first notifying and obtaining approval fi the Executive Director. Detailed plans for <br />the pretreatment facilities signed and sealed by a North Carolina Professional Engineer shall be delivered to <br />and received by WSACC for review and an "Authorization to Construct" shall be issued by WSACC prior to <br />construction of the pretreatment facilities. The user shall be solely responsible for the design, construction and <br />operation of such pretreatment facilities as may be necessary to comply with the provisions of this ordinance. <br />The review of such plans and operating procedures and the issuance of the "Authorization to Construct" will in <br />no way relieve the user fi the responsibility of modifying the facilities as necessary to produce an effluent <br />acceptable to WSACC under the provisions of this ordinance. Any subsequent changes in the pretreatment <br />facilities or method of operation shall be reported to and be approved by the Executive Director prior to the <br />user's initiation of the changes. <br />(b) Additional Pretreatment Measures <br />(1) Whenever deemed necessary, the Executive Director may require users to restrict their discharge <br />during peak flow periods, designate that certain wastewater be discharged only into specific sewers, <br />relocate and/or consolidate points of discharge, separate sewage waste streams from industrial waste <br />steams, and such other conditions as may be necessary to protect the PQTW and determine the user's <br />compliance with the requirements of this ordinance. Suspension of wastewater treatment service shall <br />be subject to Section 8.1(f). <br />(2) Crease, oil and sand interceptors shall be provided when, in the opinion of the Executive Director, <br />they are necessary for the proper handling of wastewater containing excessive amounts of grease and <br />oil, or sand; except that such interceptors shall not be required for residential users. All restaurants <br />and slaughtering operations shall have grease interceptors or grease removal facilities. All interception <br />units shall be of type and capacity approved by the Executive Director and shall be so located to be <br />easily accessible for cleaning and inspection. Such interceptors shall be inspected, cleaned, and <br />repaired regularly, as needed, by the user at their expense. <br />(3) Flow Equalization. The Executive Director may require any person discharging into the PQTW to <br />install and maintain, on the property and at their expense, a suitable storage and flow - control facility <br />to ensure equalization of flow. A wastewater discharge permit may be issued solely for flow <br />equalization. Such facility shall have a capacity of at least eighty (80) percent of the normal volume <br />of one (1) twenty four hour production period of wastewater and outlet to the sewer controlled by a <br />waterworks -type controller, or other approved device, the setting of which shall be directed by the <br />Executive Director. <br />(4) Control Manhole.
