shall construct and maintain a suitable control manhole to facilitate observation, measurements and <br />sampling of all wastewater including domestic wastewater from the industry. The corrh•ol manhole <br />shall be constructed downstream from any treatment, storage or other approved system at a suitable <br />and satisfactory location and built in a manner approved by the Executive Director or his designee. <br />(5) Measuring Device. Where a storage tank is not required, the control manhole shall be equipped with <br />a permanent type volume measuring device such as a nozzle, or other device approved by the <br />Executive Director. The manhole shall be installed by the person discharging the wastewater at his <br />own expense and shall be maintained by him so as to be safe, accessible and in proper operating <br />condition at all tunes. <br />(6) Interrupted Service Note. Notice shall be given to the Executive Director or his designee when <br />normal indusby will be interrupted for seventy two (72) hours or longer and wastewater will not be <br />available for discharge, or when a change of process is contemplated or malfunction of the treatment <br />facility occurs or is anticipated which will alter demands on the wastewater treatment facilities. <br />Normal operations shall include allowance for legal holidays and other announced plant shutdowns. <br />(7) Users with the potential to discharge flammable substances may be required to install, maintain and <br />operate, at the user's expense, an approved combustible gas detection meter. <br />(8) WSACC may require a user, who has the potential to discharge wastewater in violation of <br />pretreatment standards, to install, maintain, and operate at the user's expense, an approved pH <br />controller and meter related to pH. <br />Plans for the construction of the equalization tank, control manhole, controlling devices, and volume measuring <br />devices shall be approved by the Executive Director prior to the beginning of construction. <br />2.8 Accidental Discharge /ShrgControl Plans <br />(a) The Executive Director shall evaluate whether each significant industrial user needs a plan or other action to <br />control or prevent slug discharges as defined in Section 1.2 (a)(55). All SIUs must be evaluated within one year <br />of being designated an SIU. The Executive Director may require any user to develop, submit for approval, and <br />implement such a plan or other specific action. Alternatively, the Executive Director may develop such a plan <br />for any user. <br />(b) Facilities to prevent accidental or slug discharges of prohibited materials shall be provided and maintained at <br />the owner's or user's expense. Detailed plans of the facilities and operating procedures must be delivered to <br />and received by WSACC for review before construction of the facility. Completion of an accidental or slug <br />discharge plan may be required before a wastewater discharge permit will be issued. Review of such plans and <br />operating procedures shall not relieve the STU fi•om the responsibility of modifying the S1U's facilities as <br />necessary to meet the requirements of this ordinance. <br />(c) All SIUs are required to notify the POW immediately of any changes at its facility affecting the potential or <br />spills, and other accidental discharge, discharge of a non - routine, episodic nature, a non- customary batch <br />discharge, or a slug load. Also, see Sections 5.5 and 5.6. <br />(d) An accidental discharge/ slug control plan shall address, at a minimum, the following: <br />(la) Description of discharge practices, including non - routine batch discharges; <br />(2b) Description of stored chemicals; <br />20 <br />Attachment number 4 <br />H -3 Page 275 <br />
