(h) The contract hauler is responsible for any and all damages resulting from improper handling and/or spillage. <br />C 1 ) User fees shall be established at a rate to recover the cost of treatment and administration of the contract hauler <br />program. fees and payment policy shall be approved by the Board of Directors and shall be paid in <br />accordance with the procedure established by the Executive Director, <br />SECTION 3 - FEES <br />3.1 Purpose <br />It is the propose of this section to provide for the recovery of costs from users of WSACC's wastewater disposal system <br />for the implementation of the program established herein. The applicable charges or fees shall be set forth in WSACC's <br />schedule of charges and fees by the Executive Director and approved by the Board of Directors. A copy of these charges <br />and fees will be made available from the Executive Director.. <br />3.2 Use C harp_es <br />A user charge shall be levied on all users including, but not limited to persons, firms, corporations or governmental <br />entities that discharge, cause or permit the discharge of sewage into the POTW. <br />(a) The user charge shall reflect at least the cost of debt service, operation and maintenance (including <br />replacement) of the POTW. <br />(b) Each user shall pay its proportionate cost based on volume of flow. <br />(c) The Executive Director shall review annually the sewage contributions of users, the total costs of debt <br />service, operation and maintenance of the POTW and will make recommendations to the Board of <br />Directors for adjustments in the Date Schedule as necessary. <br />(d) Charges for flow to the POTW not directly attributable to the users shall be distributed among all <br />users of the POTW based upon the volume of flow of the users. <br />3.3 Surcharges <br />All industrial users of the POTW are subject to industrial waste surcharges on discharges which exceed the following <br />levels: <br />BOD - <br />300 <br />MG/L <br />COD - <br />675 <br />MG/L <br />TSS - <br />250 <br />MG/L <br />X114 - <br />15 <br />MG /L <br />Oil/Grease - <br />100 <br />MG/L <br />Aluminum - <br />1.80 <br />MG /L <br />Arsenic - <br />0.003 <br />MG/L <br />Cadmium - <br />0.003 <br />MG /L <br />Copper- <br />0.090 <br />MG /L <br />Chromium, - <br />0.020 <br />MGIL <br />Cyanide - <br />0,041 <br />MG /L <br />22 <br />Attachment number 4 <br />H -3 Page 277 <br />
