Lead - <br />0.049 <br />MGIL <br />Mercury - <br />0.0003 <br />MGIL <br />Nickel - <br />17.4121 <br />MGIL <br />Silver - <br />0.005 <br />MGIL <br />Zinc - <br />47.176 <br />MGIL <br />The amount of the surcharges will be based upon the volume of flow and the character and concentration of the <br />constituents of the wastewater discharged in excess of the levels listed above, An industrial user shall never increase the <br />amount of water to dilute pollutant concentrations to avoid or reduce surcharges. <br />(a) The volume of flow used in determining the total discharge of wastewater for payment of user charges and <br />surcharges shall be based on the following: <br />(1) Metered water consumption as shown in the records of meter readings maintained by WSACC.. If a <br />person discharging wastewater into the public sewers produces evidence to the Executive Director <br />that a significant percent of the total annual volume of water used for all purposes does not reach the <br />public sewers, then an estimated percentage of total water consumption to be used in determining; <br />non - domestic wastewater discharge may be agreed upon between the Fxecutive Director and the <br />person discharging such non - domestic wastewater into the public sewer. The EXeLUtive Director shall <br />ascertain whether substantial evidence has been provided to prove a significant percent of water does <br />not reach the pubic sewers; or <br />(2) if required by WSACC or at the individual discharges option, other flow monitoring devices which <br />measure the actual volume of wastewater discharged to the sewer. Such devices shall be accessible <br />and safely located, and the measuring system shall be installed in accordance with plans approved by <br />WSACC and the governing municipality. The metering system shall be installed and maintained at the <br />user's expense according to arrangements that may be made with 'WSACC. <br />(3) Where any user procures all or part of his water supply from sources other than WSACC, the user <br />shall install and maintain at his own expense water meters of a type approved by WSACC for the <br />purposes of determining the proper volume of wastewater discharged to such sewers. <br />(b) The character and concentration of the constituents of wastewater used in determining surcharges shall be <br />determined by samples collected and analyzed by WSACC. Samples shall be collected in such manner as to be <br />representative of the actual discharge and shall be analyzed using procedures set forth in 40 CFR Par? 136. <br />(c) The determination by the Executive Director or his duly appointed representatives of the character and <br />concentration of the wastewater discharge shall be binding as a basis for charges. <br />(d) Any source that discharges non - domestic wastewater in excess of the levels listed above may be subject to <br />surcharges. <br />(e) The Executive Director may assess surcharges to users to recover any additional costs incurred by WSACC for <br />the handling and disposal of sludge. <br />3.4 Pretreatment Program Administration Chare-es <br />The schedule of charges and fees adopted by WSACC may include charges and fees for: <br />(a) reimbursement of costs of setting up and operating the pretreatment program; <br />23 <br />Attachment number 4 <br />H -3 Page 278 <br />
