(b) monitoring, inspections and surveillance procedures; <br />(c) reviewing slug control plans, including accidental andlor slug load discharge procedures and construction plans <br />and specifications; <br />(d) permitting; and <br />(e) other fees as WSACC may deem necessary to carry out the requirements of the pretreatment program. <br />3.5 App ? ication and Renewal Fees <br />(a) The initial application of a user to discharge to the POTW shall include an application fee. This fee is for staff <br />costs in reviewing said application and will not be refunded if a determination is made that the proposed <br />facility does not need to participate in the pretreatment program. <br />(b) Each time a wastewater discharge permit or septage discharge permit is renewed, a permit renewal fee shall be <br />collected to cover staff time and resources. <br />3.6 Residential. Commercial and Unnermitted Non- domestic <br />Regular sewer service fees and charges will be assessed to each residential, commercial and unpermitted non - domestic <br />user for the use of the sewer systems to recover the costs incurred for the operation and administration of the collection <br />and wastewater treatment systems. <br />3.7 Penalties for Failure to Pay <br />Payment of charges, fees, and assessments shall be made monthly and shall be due as specified on the bill. If any <br />charges remain after the specified due date, a notice will be sent and a penalty will be applied to the unpaid balance in <br />accordance with the terms and conditions governing payments set by the Board of Directors. <br />3.8 Termination of Services <br />(a) If any charges remain, after the final due date set by the Executive Director in accordance with Board of <br />Directors policy and procedures, water and sewer services may be terminated. Before services can be <br />reinstated, the balance must be paid in full. <br />(b) In addition, failure to pay in a timely manner may cause WSACC to initiate action to revoke a user's <br />wastewater discharge permit. <br />(c) Any discharge by the user after revocation of the wastewater discharge permit will be subject to a fine of <br />twenty-five thousand dollars ($25,040.00) per day for as long as the discharge continues without a valid permit. <br />SECTION 4 - WASTEWATER DISCHARGE PERMIT APPLICATION AND ISSUANCE <br />4,1 Wastewater Dischargers <br />(a) it shall be unlawful for any person to connect or discharge to the POTW without first obtaining the permission <br />24 <br />Attachment number 4 <br />H -3 Page 279 <br />
