any county -wide, inter - county, or county- municipality mutual aid or interlocal agreement <br />entered into by the County, the terms of which shall govern Department's participation. <br />5. When alerted for automatic aid, the Department agrees to respond with a <br />piece of fire apparatus capable of carrying a minimum of 1,000 gallons of water to any <br />six (6) mile fire district that is in geographical proximity of its District, in accordance <br />with the rules as set forth and administered by the North Carolina Office of the State Fire <br />Marshal. <br />6. The Department shall endeavor to make its equipment and apparatus <br />uniform and interchangeable with the other departments in Cabarrus County by working <br />with the County Fire Marshal's Office in developing a joint equipment replacement <br />program. <br />The Department shall cooperate with the County in the following areas. It <br />shall: <br />a. Assist in long term planning and budgeting <br />b. Evaluate needs and planning for purchase of materials, apparatus and <br />capital needs <br />c. Plan for fire prevention in the community <br />d. Provide preventative maintenance on assets funded by the Fire Tax <br />e. Coordinate apparatus purchase with the County Fire Marshal <br />The Department shall meet or exceed the following Performance <br />Standards: <br />a. Operations shall be organized to ensure the Department's capability <br />includes sufficient personnel, equipment and other resources to deploy <br />resources efficiently, effectively and safely at all times. <br />b. The Department shall issue written administrative regulations, standard <br />operating procedures and Department orders, clearly stating the succession <br />of command responsibilities to all its members with copies being placed <br />on file with the County Fire Marshal. <br />c. Response assignments and procedures shall be regulated by the County <br />Fire Marshal concerning the dispatch of companies, response units or <br />groups to emergency incidents. The County Fire Marshal will designate <br />response zones with input from Department command staff and other <br />response agencies. <br />d. The Department will utilize a reporting system designated by the County <br />Fire Marshal. The Department will fully report the circumstances and <br />nature of each call responded to in this reporting system as required by <br />North Carolina law and the County Code of Ordinances. <br />e. The Department together with the County Fire Marshal shall evaluate the <br />Department's level of service, deployment delivery and response times. <br />The Department will deliver a five (5) year strategic plan, or update its <br />Attachment number 1 <br />G -5 Page 169 <br />
