Resolution No. 2013-12 <br />RESOLUTION OF THE CABARRUS COUNTY <br />BOARD OF COMMISSIONERS CREATING A CONSOLIDATED <br />HUMAN SERVICES AGENCY WHICH THE BOARD OF <br />COMMISSIONERS WILL GOVERN AND RELATED ACTIONS <br />WHEREAS, the Cabarrus County Board of Commissioners { "Board ") and Cabarrus <br />County staff have spent considerable time analyzing and evaluating the provision of services to the <br />residents of Cabarrus County by the County's existing Department of Transportation, its <br />Department of Aging and its Department of Social Services. <br />WHEREAS, this analysis and evaluation has led to the conclusion by the Board that the <br />provision of County transportation set-vices, aging services and social services can more effectively <br />and economically be delivered if these County departments were consolidated. <br />WHEREAS, pail of the reason for this conclusion is that the existing services presently <br />provided by the Department of Transportation, the Department of Aging and the Department of <br />Social Services are complementary and occasionally overlapping, so that having an integrated <br />management and serviceability structure would eliminate any overlap and better allow the <br />coordination of the services of these departments. <br />WHEREAS, the provision of N.C. Gen. Stat. §153A-77 set forth specific rules and <br />procedures for creating a consolidated human services agency and providing for the governance <br />of that agency. <br />WHEREAS, these provisions of N.C. Gen, Stat. § 1531 -77 require that a public hearing <br />be held by the Board after 30 days prior published notice as required by law. This Board duly <br />voted to call for a public hearing at its May 6, 2013 work session and set the public hearing for <br />its Rine 17, 2013 regular meeting. The notice of the public hearing was duly published as <br />required by law. <br />WHEREAS, based on the evaluation and analysis of the Board and County staff, at the <br />time of calling for the public hearing, the Board contemplated taking the following sequential <br />actions. <br />a) abolishing the Cabarrus County Board of Social Services; and <br />b) creating a consolidated human services agency, consisting of the existing <br />County Departments of Transportation, Aging and Social'Services; and <br />C) appointing the Board to serve as the governing board for this consolidated <br />human services agency. <br />Attachment number 1 <br />H-3 Page 397 <br />
