Rotary Square <br />Historic Downtown Concord <br />Project Summary <br />Rotary Square is a proposed public space that incorporates a permanent farmers' market shelter and an <br />open square designed to provide a casual outdoor green space for focal residents, Historic Downtown <br />Concord employees, and visitors to Historic Downtown Concord. The project will be a collaborative <br />venture between four parties: the Concord Rotary Club, Cabarrus County, the City of Concord, and The <br />Water and Sewer Authority of Cabarrus County. <br />Ownership/Long-Term Management <br />The property is presently owned by Cabarrus County. Once developed, the Rotary Square would remain <br />a property of Cabarrus County and be maintained and managed by the Cabarrus County Parks <br />Department. The property is presently insured by Cabarrus County and will continue to be insured by <br />Cabarrus County once the project is completed. The Water and Sewer Authority of Cabarrus County <br />(WSACC) will monitor, maintain, and repair as needed the fountain that is proposed for the center of the <br />square. The WSACC commitment includes the backflow preventer and equipment <br />maintenance/replacement as they pertain to the fountain. Trash pick -up for normal use will be managed <br />in a similar fashion to its management throughout the Cabarrus County park system. Additional trash <br />pick -ups that are required during events will be coordinated by the event organizer at their expense. <br />Attached Documentation: Letter from Londa Strong, Director, Cabarrus County Parks Department, <br />Letter from Coleman Keeter, Executive Director, WSACC <br />Use of Property <br />The site will not be available to be reserved for private use. Activities would be those that do not require <br />large stages, sound systems, and professional lighting equipment. Limited electrical service will be <br />designed into the site to support small public gatherings (ie story telling, art shows, acoustical concerts). <br />Any activity that involves a microphone and/or speakers will require an approved noise permit that is <br />obtained from the City of Concord Police Department. Open -air shelters built into the site will be used <br />for farmers' market operations, and other uses as deemed appropriate by the Cabarrus County Parks <br />Department_ The site will include a dancing fountain water feature. The fountain will operate on a timer <br />that is scheduled by the Cabarrus County Parks Department. <br />Design <br />The farmers' market consists of three open -air pavilions constructed in an L- shaped configuration along <br />the south and east sides of the site. The pavilions would have brick piers supporting a steel structure <br />with arched openings and a standing -seam metal roof system with a clerestory along the ridge and a <br />raised tower at the southeast corner. The surface underneath the pavilions will be crushed stone. The <br />remaining site will be a combination of grass and stamped concrete. Incorporated into the paving of the <br />square would be a dancing water fountain with jets. It is the goal of the Concord Rotary Club to bring <br />this amenity to Historic Downtown Concord as an additional passive recreational activity for residents, <br />Attachment number 1 <br />G -5 Page 259 <br />
