2. Non - essential. Any department, agency, or employee not needed to respond to an <br />emergency situation <br />3. Inclement Weather Leave Plan. When authorized by the County Manager, non - essential <br />employees may opt to use vacation leave or accrued compensatory time to delay arrival at work, to <br />remain at home, to leave work early during periods of severe inclement weather. The County <br />Manager may authorize vacation leave use during an inclement weather incident that results in a <br />negative vacation leave accrual balance not to exceed three days (three 8 -hour pay periods). If <br />additional time is required it will be charged as leave without pay. <br />4. Continuous Operations. Emergency response operations are conducted 24 hours per day <br />until the situation no longer requires that level of effort. <br />III. CONCEPT OF OPERATION <br />A. North Carolina General Statutes 166A -2 requires Cabarrus County government to organize <br />and plan for protection of life and property from the effects of an emergency. To meet this <br />requirement, County Government will remain open to provide emergency services to the public <br />during such situations. County government agencies that are essential to the county emergency <br />response during severe weather are: <br />- Emergency Management Department <br />- Sheriff's Department <br />- Emergency Medical Services <br />- General Services <br />- Transportation Department <br />- Public Information Officer <br />- Information Technology Services <br />These departments will be open and remain on duty throughout the emergency period. They will <br />assist other departments as needed during the duration of the severe weather. <br />B. During a period of severe weather, all other county government agencies and services not <br />essential to the emergency response may limit or cease daily activities to support emergency response <br />operations. <br />C. If not required to support emergency response actions, non - essential departments may operate <br />at reduced staffing or close to the public to prevent the possibility of injury to employees travelling to <br />and from the work place or while at work. In severe weather conditions, the public will generally not <br />need the services these departments provide. Some individuals in these departments may be <br />designated as essential and will report to their assigned locations, such as the Emergency Operations <br />Center or a special needs shelter. <br />Inclement Weather Plan 2 December 2004 <br />Attachment number 2 <br />F -2 Page 74 <br />
