D. All departments will maintain a roster of personnel considered essential and non - essential <br />during severe inclement weather. This roster will be updated annually no later than 1 June of that <br />year and submitted to the Emergency Management Department. <br />E. The County Manager, with the consent of the Board of Commissioners, will execute the <br />inclement weather plan. He will determine if the non - essential departments will curtail or halt <br />operations to support the response or may release those personnel not immediately required. All <br />directors of departments will remain on duty or will report to work at the normal times unless <br />weather conditions restrict or prevent travel. They must notify the Deputy County Manager - <br />Operations if they are delayed or need transportation to their work place. <br />F. Inclement Weather Response Actions. The Emergency Management Coordinator will advise <br />the County Manager on severe inclement weather conditions threatening the county. The County <br />Manager will determine the level of the county government response. <br />1. Early Closure of Government Offices <br />a. The County Manager, or his designee, will make and disseminate all official <br />decisions concerning closing of county offices due to severe inclement weather. <br />b. All employees not designated as "essential employees" will be excused from work. <br />These employees will be placed on vacation leave or compensatory time and will be paid at their <br />regular rate. <br />c. Employees designated as "essential employees" will remain on duty for the duration <br />of their regular work or revert to their assigned emergency duties as needed. <br />2. Delayed Opening of Government Offices <br />a. The County Manager or his designee may elect to delay the opening of <br />county offices. He will determine the time that the offices will open. <br />b. Essential employees will report at the normal work hours unless alerted to <br />report earlier. <br />c. Department directors should use their discretion as to employees who report to <br />work late as the result of weather- related difficulties. <br />d. Employees who call in and are unable to come to work at all may be <br />granted vacation leave or compensatory time if requested. <br />e. Employees with a positive vacation leave balance shall normally be placed on <br />leave for the entire workday. Employees with a "zero" leave balance (after any advanced <br />vacation leave authorized) shall be placed on leave without pay for the entire workday. <br />Inclement Weather Plan 3 December 2004 <br />Attachment number 2 <br />F -2 Page 75 <br />
