CONCORD PLANNING AND ZONING COMMISSION <br />The Commission guides, reviews and regulates land developments within and around the <br />boundaries of the City of Concord. The County Commissioners appoint one member <br />who resides in Concord's extraterritorial jurisdiction area for a term of three years. <br />COUNCIL FOR A SUSTAINABLE LOCAL ECONOMY (CSLE) <br />The CSLE is charged with performing research and analysis, educating the community, <br />developing strategies and making policy recommendations that encourage the <br />development of a resilient, robust and sustainable local economy in which entrepreneurs <br />and creativity thrive and the community prospers. The CSLE is given discretion in <br />fulfilling its charge; however, it is specifically directed to address the following <br />1 . To the extent possible, identify "leakage" in the local economy. That is, <br />determine how much money is spent by local businesses, institutions, <br />governments and residents purchasing goods and services from outside <br />Cabarrus County that are available from businesses within Cabarrus County. <br />Additionally, determine the impact, in terms of the number of jobs, of diverting <br />some or all of that spending from outside the county to businesses inside the <br />county. <br />2. Identify barriers to success encountered by small businesses as a result of <br />government policies and regulations. Conversely, identify government policies <br />and regulations, existing or new, which are helpful to small businesses. <br />CRIMINAL JUSTICE PARTNERSHIP ADVISORY BOARD <br />The advisory board examines the local criminal justice system and identifies areas that <br />could be improved through local community -based programs. Members include the <br />following: County Commissioner; County Manager; Superior Court Judge, District Court <br />Judge; District Attorney; Criminal Defense Attorney; County Sheriff; City Police Chief; <br />Probation Officer; Community Service Coordinator; one member from the service areas <br />of Mental Health, Public Health, Substance Abuse, Employment and Training, <br />Community Based Corrections Program and Victim Services Program; Member of the <br />Business Community, Victim of Crime and other At Large Members. Appointments are <br />for terms of three years. <br />HARRISBURG FIRE ADVISORY BOARD <br />The Harrisburg Fire Advisory Board advises the Town Council, Town Administrator and <br />the Fire Chief on matters of policy, administration and operations. The board tracks the <br />progress of the Harrisburg Fire Department's key objectives as outlined in the annual <br />report, reviews the Department's By -Laws on an annual basis, and recommends changes <br />to the Town Council for final approval. <br />HARRISBURG PLANNING AND ZONING BOARD <br />This board reviews, regulates development within and around the boundaries of the <br />Town of Harrisburg and hears and decides on appeals of zoning within the Town's <br />jurisdiction. The County Commissioners appoint one person who resides in the <br />extraterritorial jurisdiction of the Town to serve for a term of three years. <br />Attachment number 1 <br />1 -3 Page 248 <br />
