INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING AUTHORITY <br />This authority provides for the issuance of revenue bonds to aid in financing (1) industrial <br />and manufacturing facilities which provide job opportunities or better ways to help <br />alleviate unemployment and raise below- average manufacturing wages and (2) pollution <br />control facilities for industries. The 7- member authority meets as needed. <br />Appointments are for terms of six years. <br />JUVENILE CRIME PREVENTION COUNCIL <br />The council plans for the needs of adjudicated and at -risk youth and assesses the need <br />for delinquency treatment and prevention services in Cabarrus County. The 25- member <br />council is made up of a variety of judicial and public agency representatives as well as <br />seven at -large members. Appointments are for terms of two years. <br />NURSING HOME COMMUNITY ADVISORY COMMITTEE <br />This committee seeks to maintain the intent of the Nursing Home Residents Bill of Rights <br />for those persons residing in nursing homes, works to ensure appropriate conditions <br />within the nursing homes and promotes community involvement with those homes. <br />Members cannot be employed by a nursing home nor have any financial interest, directly <br />or indirectly, in a nursing home. Also, no immediate family of a nursing home resident in <br />Cabarrus County can serve on the committee. Initial appointments are made for terms of <br />one year with successive appointments of three years. <br />PUBLIC HEALTH AUTHORITY OF CABARRUS COUNTY <br />The authority seeks to enhance public /private health care partnerships, stabilize county <br />dollars going to support health services, and to provide consolidation and long range <br />planning for health services. It also acts as the local board of health and is charged to <br />protect and promote the public health of the citizens of Cabarrus County. Membership is <br />as follows: Member or designee of the Board of County Commissioners; Member of the <br />Cabarrus County Medical Society; Member of the Cabarrus Physicians Organization; <br />Member or designee of the CMC- NorthEast Medical Center Board of Trustees; and three <br />members from the general public not affiliated with the above organizations, but <br />recommended by the nominees of those organizations. <br />REGION F AGING ADVISORY COMMITTEE <br />This committee advises the Centralina Council of Governments (COG) staff and COG <br />Board on area plans for the aging within the nine - county region. County Commissioners <br />appoint three members and one alternate to the 26- member regional committee. The <br />appointments are for terms of two years except for the alternate appointment, which is a <br />one -year term. <br />TOURISM AUTHORITY <br />This 9- member board is charged with the development of tourism, tourist - related events, <br />facilities and other activities that serve to increase the amount of tourism in the County. <br />The Board of Commissioners appoints membership as follows: Three members, including <br />a County Commissioner and /or County Manager; three members from recommendations <br />submitted by the Cabarrus County Tourism Authority; and three members from <br />recommendations submitted by the Cabarrus Regional Chamber of Commerce. <br />Appointments are for terms of three years. <br />Attachment number 1 <br />1 -3 Page 249 <br />
