Cabarrus County Zoning Ordinance <br />Chapter 2 -Rules of Construction and Definitions <br />JUTDOOR STORAGE- An area provided for the storage of materials or equipment that is not <br />located inside a building. <br />OWNER - Any person, agent, firm or corporation having a legal or equitable interest in the <br />property. <br />PARK- Provides recreational opportunities and contains areas suited for intense recreational <br />purposes such as a recreation center building, athletic fields, swimming, tennis, and <br />walking /jogging. A park may also include areas of natural quality for outdoor recreation <br />such as viewing, sitting and picnicking. <br />PARKING GARAGE - An attached or detached building which is used for the parking or <br />storing of motor and other vehicles, open to public use without charge or fora fee:. <br />PARKING LOT - Any lot, parcel, area or place for the parking or storing f motor and other <br />vehicles, open to public use without charge or for a fee. <br />PARKING SPACE- A space, enclosed or unenclosed, exclusive of driveways or aisles, for the <br />temporary parking of one vehicle, which has adequate access to permit ingress and egress <br />of a motor vehicle to a street. <br />PAWN SHOP- A business that offers secured loans to people, with items of personal property <br />used as collateral. <br />PERMEABLE PAVEMENT - A pavement system.wlth traditional strength characteristics, but <br />which allows rainfall to percolate through it rather than running off. A permeable pavement <br />system utilizes either porous asphalt, pervious concrete, or plastic pavers interlaid in a <br />running bond pattern and either pin or intocked in place. Porous asphalt consists of <br />an open graded course aggregate d ether by asphalt with sufficient interconnected <br />voids to provide a high rate of p r bilit . Pervious concrete is a discontinuous mixture of <br />Portland cement, coarse aggregate, admixtures, and water which allow for passage of runoff <br />and air. <br />PERMIT - Any zoning clearance; building permit; home occupation permit; sign permit; <br />temporary use permit certificate of occupancy; conditional use permit; or any other official <br />action of the County or any other state or local government commission, board, agency, or <br />department having the effect of permitting development of land located within the <br />geographi -,t to the provisions of this Ordinance. <br />PERMITTED BASED ON STANDARDS (PBS) -The proposed land use in question could be <br />compatible with the district as long as it meets certain standards. feF ex an9ple-,-a <br />PERMITTED BY RIGHT (P) - A proposed land use that is considered completely compatible in a <br />particular zoning district. No further governmental review is needed. <br />PET SHOP, PET GROOMING, ENCLOSED FACILITY - Establishment that acquires for the <br />purposes of resale, animals bred by others whether as owner, agent, or on consignment, <br />and that sells, trades or offers to sell or trade such animals to the general public at retail or <br />wholesale.
