<br />Chapter 2 -Rules of Construction and Definitions
<br />UTILITY USE- See Public Service Facility
<br />VARIANCE- A relaxation of the terms of this Ordinance where such variance will not be
<br />contrary to the public interest and, where, owing to conditions peculiar to the property and not
<br />the result of actions or the situation of the applicant, a literal enforcement of the Ordinance
<br />would result in unnecessary and undue hardship. A variance is authorized only for the
<br />dimensional controls of this Ordinance. Establishment or expansion of a use otherwise
<br />prohibited shall not be permitted by a variance.

<br />approved phased development plan for a specified time, regardless of changes in this
<br />Ordinance.
<br />VETERINARIAN - A person rendering surgical and medical treatment to animals which may
<br />include overnight accommodations for the animals for purposes of recovery or boarding.
<br />Crematory facilities shall not be allowed a nart of a' veterinarian office or establishment.
<br />WAREHOUSE, ENCLOSED STORAGr The indoor storage of goods, materials, or merchandise
<br />for shipment to or processing on other property with no on site retailing.
<br />WAREHOUSE "KITH OUTDOC - The outside storage of goods, materials, or
<br />merchandise for shipment to or processing on other property with no on site retailing.
<br />WAREHOUSE, VOLATILE MATERIALS- The indoor or outside storage of materials considered to
<br />be volatile, i.e., explosive. Petroleum products, propane, oxygen, dynamite and blasting
<br />supplies are among those items considered volatile materials.

<br />collection, v, .o.,. , testing, storage, pumping, or distribution of water for a public water
<br />system.

<br />watershed to be designated by the North Carolina Environmental Management Commission.
<br />WELDING SHOP - Establishments primarily engaged in the process of metal welding or
<br />fabrication.
<br />WETLAND - Those areas that are inundated or saturated by surface or ground water at a
<br />frequency and duration sufficient to support, and that under normal circumstances do
