WOODSON <br />UNIVERSITY <br />June 29, 2012 <br />Elizabeth Poole, Chair <br />Board of Commissioners <br />Cabarrus County <br />65 Church Street SE <br />Concord, NC 28026 <br />Chair Poole: <br />It is with great pleasure that I provide Cabarrus County with a project proposal for the Old <br />Bethel School property. Inside this proposal you will be privy to projections and anticipated plans for <br />the property in question. This document serves as our bid for purchase rights in the amount of $10,000 <br />— the county is currently in possession of our previous bid deposit; which per your commission's <br />decision and action on June 18 th may to be applied to the 5% minimum deposit requirement on this bid. <br />We have identified private partners who will provide the necessary advisement and assistance in <br />securing capital for the necessary for improvements to the property. We have conducted several <br />meetings with community representatives from both the town and Cabarrus County regarding this <br />project since February 2011. Our purpose is to convert the property into a civic and educational campus <br />that would be used for the general benefit of the community. This campus once complete would include <br />multipurpose space available for community events, computer technology laboratories, a community <br />library, and educational classroom, and administrative space. Ideally the property would also have <br />ability to provide office space for organizations, and companies. Not to mention athletic facilities that <br />will benefit the entire southeastern region of our county. <br />Through the course of our discussions we have identified an individual, through Mr. Wayne <br />McDonald; with the financial capacity, vision, and construction expertise to complete the renovation <br />project. Mr. McDonald has completed much similar renovation and rehabilitation projects of in both <br />Forsyth and Guilford counties. Conservative projections estimate that approximately fifty to one <br />hundred temporary jobs will be created through the course of the renovation. <br />It is our desire to ensure our community has access and success in the field of education, and <br />access to quality facilities.
