Schwab ( <br />Associate Director and Director of County Operations <br />DATE: July 30, 2012 <br />SUBJECT: 40 -hours Special Leave for 2012 -2013 <br />As you are aware, the State awarded 40 additional hours of paid leave to be awarded as <br />part of the budget for FY 2012 -13. There are special provisions for this leave that are <br />much different than past "bonus leave" awards. Please read the attached document for <br />more specific information, but, in short...... <br />a. The 40 -hours are granted for use from July 1, 2012, through June 30, 2013 only. <br />This Special Leave MUST be used before any other non -sick time leave. If an <br />employee does not use this leave in that time period, it is forfeited. <br />b. If an employee separates for any reason other than retirement, any balance of <br />Special Leave will NOT be paid out - it is "forfeited." If an employee retires before <br />June 30, 2013, and has a balance, it will be paid out - but again, this Special Leave <br />must be used before any other type of leave, so it is unlikely employees will have a <br />balance that late in the fiscal year. <br />At this time, the Special Leave does not show in the "web leave system" that NCSU uses. <br />The NCSU programmers are working to include this as a separate category titled "Special <br />Leave," so that employees can submit leave requests charged against that balance. They <br />are working now to program the system so that the leave will be loaded over the <br />weekend of August 11 -12. Prior to this, we need to let them know each County's <br />decision so that it can be programmed in. <br />Here is where I need your assistance: <br />We must request confirmation of each County /Tribal -match on the 40 hours of Special <br />Leave. If your County /Tribal partner agrees to match this leave, then the employees will <br />get the full 40 hours (or prorated for those less than 1.0 FTE) into the system to use per <br />the provisions. If they do NOT agree to match, then we will load only those hours that <br />represent the ratio that NCSU pays, and that is all the employee will get to use (even <br />though, if they take paid -time off, the net - effect is that the County gets charged for their <br />portion of the paid hours off anyway - a vote "against" will just reduce the total number <br />of hours awarded). <br />North Carolina State UnWrslly and North Carorna A &T State University commit themselves to positive action to secure equal opportundy regardless of race, color, creed, national origin, <br />religion, sex, aga, veteran status ordisabllity.
