Proclamation <br />Honoring International Literacy Day <br />Whereas, International Literacy Day will be observed on <br />September 8, 2012, and the observance of International <br />Literacy Day reminds the international community of the <br />status of literacy and adult learning globally; and <br />Whereas, despite many and varied efforts, literacy remains <br />an elusive target whereby approximately 793 million adults <br />lack minimum literacy skills which means that about one in six adults is still not literate; <br />and <br />Whereas, 67.4 million children are out -of- school and many more attend irregularly or <br />drop out resulting in more than 16,000 adults in Cabarrus County who do not have a <br />high school diploma; and <br />Whereas, children of uneducated or undereducated parents have a higher chance of <br />becoming high school dropouts, thus creating a cycle of illiteracy for their future and <br />future generations; and <br />Whereas, illiteracy can be eliminated by increased public awareness and intensive <br />citizen support of community resources that address literacy needs such as the <br />Cabarrus Literacy Council, Cabarrus County Public Library, the Adult Basic Education, <br />GED programs and Family Literacy program at RCCC, the Sheriff's Department and the <br />Cabarrus County Public Schools; and <br />Whereas, dozens of community partners are combining resources to serve those in <br />Cabarrus County who face literacy challenges with one -on -one tutoring, classes at the <br />County Detention Center, English classes for speakers of other languages, and reading <br />groups to eliminate illiteracy in Cabarrus County; and <br />Whereas, this team effort will result in giving adults in Cabarrus County the tools they <br />need to be a better parent, an informed citizen, a safe and efficient employee and a <br />healthier person. <br />Therefore, the Board of Commissioners of Cabarrus County joins the celebration and <br />encourages all citizens to support the Adult Literacy Programs of the Cabarrus Literacy <br />Council and other mentioned entities in their literacy effort to become a fully literate <br />community and do hereby proclaim, that September 8, 2012 shall be honored as <br />International Literacy Day. <br />Adopted this 20 day of August, 2012. <br />Elizabeth F.
