EXHIBIT A <br />CWMTF Project No. 2010 -703 <br />Stream of the Project Site: Clarke Creek <br />Water bodies downstream: Rocky River, Yadkin River <br />River basin: Yadkin -Pee Dee <br />County: Cabarrus <br />Amount requested from CWMTF: $521,833 <br />CWMTF approved grant amount: up to $521,833 <br />Total matching contributions: $431,570 <br />Total project budget: $953,403 <br />Grant award date: October 11, 2010 <br />Froiect Site <br />The Project Site is the 45 -acre campus of Cox Mill Elementary School in Concord. <br />Proiect Summary <br />This project will provide design plans and specifications, obtain required permits, record <br />conservation easements, construct and/or install stormwater BMPs on the project site, monitor <br />and evaluate the BMPs' performance, and provide for environmental education. <br />Site Conditions and Water Ouality Obiectives <br />The Project Site is a fully developed school campus with buildings, roadway and parking <br />(W pavements, athletic fields, wooded areas, and open space. The primary goal of the project is to <br />reduce peak rates of runoff and volumes of runoff, increase infiltration of stormwater, reduce <br />pollutants in runoff (nitrogen, phosphorous, and sediment), protect or improve biological health <br />of the riparian wetland, and provide opportunities for academic and public education. <br />Scope of Work <br />The Grant Recipient shall conduct and complete the activities given below <br />Cabarrus Soil and Water Conservation District <br />CWMTF 2010 -703; Cox Mill School Stormwater BMPs <br />Arm number 1 <br />F -7 <br />Funding <br />Source <br />No. <br />Activity <br />CWMTF <br />Matching <br />Funds <br />Funds <br />1 <br />Prepare an engineering design for constructing /installing the <br />X <br />X <br />following stormwater BMPs on the Project Site, to include detailed <br />plans, specifications, and bid documents: three bioretention areas <br />(one intentionally undersized for evaluating marginal performance), <br />one grassed swale /enhanced grass swale, and one constructed <br />wetland. <br />2 <br />Prepare permit application documents and obtain all necessary <br />X <br />X <br />p en - nits for the construction of the engineering design. <br />3 <br />Negotiate, prepare, and record conservation agreements for the <br />X <br />X <br />p roperties of the project site, including legal services. <br />4 <br />Construct the BMPs per the design, including entering into a <br />X <br />X <br />construction contract, accomplishing the construction, administering <br />the construction contract, and observing and documenting <br />conformance of the construction to the construction contract <br />documents and approved changes. <br />Cabarrus Soil and Water Conservation District <br />CWMTF 2010 -703; Cox Mill School Stormwater BMPs <br />Arm number 1 <br />F -7 <br />
