Box 707 <br />Concord, NC 28026 -0707 <br />Re: 12475 Pioneer Mill Road <br />PIN# 5524 -47 -5954 <br />Request for Limited Commercial Rezoning <br />Dear Kassie, <br />Thank you for your continued assistance with the Limited Commercial (LC) general rezoning request <br />of the property located at 12475 Pioneer Mill Road. The subject property is +/- 2.61 acres and is <br />located on the eastern side of Pioneer Mill Road approximately 1,200 ft north of its intersection with <br />NC Hwy 24/27. <br />As you know, Mr. Steve Fisher is requesting this rezoning to accommodate the relocation of his <br />business, Turfcare Inc., from its current location in Mecklenburg County to a permanent location in <br />Cabarrus County. Turfcare Inc. is a 24 -year old local landscape contracting company that currently <br />employs a staff of 16 people. Relocation of this successful business will allow for future growth <br />including the hiring of additional staff. <br />This request was submitted on October 21, 2010 and the rezoning was approved by the Planning and <br />Zoning Board on November 18, 2010 by a vote of 7 -2. In addition to multiple meetings with staff, Mr. <br />Fisher also invested significant time in meeting with adjacent property owners prior to the rezoning. <br />Responses received from adjacent owners were positive and encouraging, thus, the subsequent appeal <br />of the planning board's decision was both surprising and disappointing. <br />Development of this property is limited by a number of factors, some of these factors include: <br />• Parcel size- only +/ -2.61 acres. <br />• Lack of public utilities - public water and sewer are currently unavailable. <br />• Location- property is located on a major road but does not have highway frontage or a corner <br />location making high intensity commercial uses unlikely. <br />■ Required buffers and screening- commercial use of the property is subject to a 38' Level 2 <br />perimeter buffer (including 7 trees and 40 shrubs per 100 feet) per the Cabarrus County <br />Zoning Ordinance.
