Region 3 <br />TASC <br />Services � <br />516 North Trade Street, Winston - Salem, NC 27101 <br />336 - 71470991336. 7147088 fax <br />1 -866. 567 -TASC <br />mgray nctasc.org <br />Fiscal Year 2010 -2011 <br />MEMORANDUM OF UNDERSTANDING BETWEEN <br />THE JUDICIAL DISTRICT 19A OF THE DEPARTMENT OF COMMUNITY <br />CORRECTIONS, <br />TREATMENT ACCOUNTABILITY FOR SAFER COMMUNITIES AND THE <br />CRIMINAL JUSTICE PARTNERSHIP PROGRAM <br />This Memorandum of Understanding (MOU) and Appendices are entered by and <br />between the Judicial District 19A of Department of Community Corrections, Treatment <br />Accountability for Safer Communities and the Criminal Justice Partnership Program for <br />the purpose of developing a comprehensive offender management model that ensures <br />public safety while addressing the needs of offenders. Currently, the Division of <br />Community Corrections (DCC), the Criminal Justice Partnership Program (CJPP) and the <br />Treatment Accountability for Safer Communities (TASC) Network are the primary <br />resources involved in community corrections. The purpose of a comprehensive offender <br />management model is to create a seamless system built on the ideals of integrated service <br />delivery and coordination of resources that provide effective interventions for offenders. <br />With DCC, CJPP and TASC available under the community corrections umbrella and a <br />structured link for transitioning offenders, the Offender Management Model (OMM), as <br />described in the Appendices, presents a systemic model for screening and assessing <br />offenders, thatching them to the appropriate intervention(s) and managing their case <br />plans. Utilizing the principles of effective interventions, we can reasonably assert that <br />the ONINI will be successful in modifying offender behavior. The objectives of the <br />OMM are: <br />• To create a seamless system of care for the provision of services to offenders; <br />• To clarify roles in providing control and treatment; <br />• To reduce the rate of revocation for technical and drug violations; <br />• To combine efforts to guarantee the effective utilization of limited resources and <br />prevent duplication; <br />• To provide cognitive behavioral interventions; <br />• To develop an integrated information system; and <br />• To ensure Probation, CJPP, and TASC staffs are trained to implement the OMM. <br />The target population for the OMM is primarily Intermediate Punishment offenders. <br />However, Community Punishment Level I violators, residential community corrections <br />graduates and post - releasees who have completed a treatment program, will also be <br />eligible for this model. Offenders meeting the eligibility criteria will be screened and <br />assessed using standardized instruments that focus on criminogenic need, substance <br />abuse and ancillary needs (such as housing, educational achievement, and employment <br />skills). Through the assessment process, the offender's needs will be identified and <br />prioritized in the case plan for service delivery. <br />Attachment number 5 <br />F -4 Page 89 <br />
