GUEST SPEAKERS <br />Bishop Rowland Jordan addressed the Board to request support and CCS participation in the <br />annual Martin Luther King, Jr. parade in Concord. Bishop Jordan expressed gratitude to the <br />Board for allowing Cabarrus County children to be out of school on Martin Luther King, Jr. Day. <br />CONSENT AGENDA <br />The following items, discussed at the Board's March 7, 2011 Work Session, were presented to <br />the Board for approval on the Consent Agenda: <br />• Approval of Budget Amendments <br />• Approval of Early College Instructional Calendar for 2011 -2012 <br />• Approval to Grant Spending Authority for Fixed Shelving Work at Harold E. Winkler <br />Middle School <br />• Approval on Second Reading of Board Policy 2121 — Board Member Conflict of Interest <br />A motion was made by Mr. Tim Furr and seconded by Ms. Cindy Fertenbaugh that the Consent <br />Agenda be approved as presented. The motion was unanimously approved. <br />ACTION AGENDA <br />Approval of Reduction in Force (RILE Guidelines <br />Mrs. Kathy Auger, Assistant Superintendent for Human Resources, addressed the Board to <br />discuss an Alternative Plan with `teacher Assistant Point Factor System under the Reduction in <br />Force Plan for Classified Employees. Mrs. Auger noted that since the Board's March 7, 2011 <br />Work Session, she had been asked to bring an alternative plan for teacher assistants to the Board <br />which would utilize a point system to emphasize the full range of performance, differentiating <br />below standard, at standard and above standard performance. <br />Mrs. Auger noted that prior to 2009, schools selected employees based on a combination job of <br />teacher assistant/bus driver. In recent years, with removal of the bus driving requirement and <br />expanding the role of teacher assistants in direct instruction, the demands of the job have <br />changed. Teacher assistants would be rated on a scale of 45 maximum points for 2010 -2011 <br />evaluation ratings, 5 point maximum for seniority by district continuous employment, 2 point <br />maximum for school or district leadership position and 5 point maximum for no disciplinary <br />action or letter of reprimand. <br />The Board discussed the proposed point system and recommended that more points be assigned <br />to leadership and fewer points be assigned to no disciplinary action. Board Member Blake Kiger <br />asked that staff members who will be doing performance evaluations be trained, countywide, so <br />that the same criteria and the same plan is used for all affected employees.
