Summary: The QSCB bonds have been sold and funds will be released for design and <br />construction by approximately April 15, 2011. Given the necessary reductions in spending for <br />FY 2011 -2012 that the District is facing in its annual budget review, the renovation costs for <br />moving the PLC were dropped from this year's budget. However, the fact remains that the <br />PLC is in very temporary quarters located on the grounds of the old Odell School site. Heating <br />and cooling costs for the PLC are in excess of $50,000 each year. In addition, one of the air <br />conditioning units is in need of replacement which would add to the school's operational costs. <br />The long range plan for this property is that it would be leased or sold. That cannot happen <br />until the PLC is moved and the physical plant of the school can be completely shut down. <br />There is an additional benefit that would accrue from the PLC move and that is the potential <br />reuse of the existing boilers from the old Odell School, which are only five years old, at Mt. <br />Pleasant High School. This boiler replacement is another QSCB project which would be <br />positively benefitted by this decision. In order to accomplish the move, CCS staff recommends <br />that the current QSCB project to partially replace the roof at J.N. Fries Middle School be <br />reduced in scope to approximately 50% of the area of the roof that was to be replaced which <br />would save $180,500. CCS staff would then ask DPI to allow these funds be used to make <br />the necessary changes at J.N. Fries middle school to facilitate the PLC's relocation to that <br />school. <br />E.
