housing programs for homeowners as well as renters that make accommodations for <br />accessibility when the client is grant qualified. <br />There are eleven assisted living facilities in Cabarrus County with 861 beds to serve a <br />portion of the 17,641 people over 65 and there are 16,991 persons under 65 with a <br />disability. (NC Division of Health Service Regulation website Feb. 22, 2010 and 2005- <br />2009 American Community Survey.) This appears to be inadequate to meet the needs of <br />this population. There are a number of low income rental facilities that work with local <br />agencies to provide housing for disabled persons. Local nonprofits that deal with <br />services for people with disabilities seem to agree that low income is a large obstacle for <br />persons with disabilities. Many people have to wait a long time to be awarded disability <br />and may be without income for an extensive period of time. Furthermore, when they are <br />awarded receive amounts that are prohibitive in housing selection. There is also a need <br />for minimally supportive housing projects for persons with disabilities. Local nonprofits <br />are working on a supportive housing piece to assist persons and families who have the <br />capacity to live alone with minimal assistance. <br />Barriers to housing choice by members of protected groups include the cost of land and <br />housing. The lack of knowledge about housing programs by protected groups is also a <br />barrier. These barriers can be addressed through several activities. Cabarrus County is <br />participating in housing rehabilitation programs for low income persons, thereby, <br />expanding housing choices. Cabarrus County performs handicap accessibility <br />improvements to keep the elderly and disabled persons in their homes. This action also <br />increases the stability and value of the housing stock available to disabled persons.
