F. Other Relevant Data <br />Historical Employment Patterns that Contribute to Current Housing patterns. <br />History of public policy decisions on segregation within the Community. There is <br />no known public policy that contributed to segregation. The economy of Cabarrus <br />County has historically been based on the textile industry. There were several <br />Cannon Mills plants located in Cabarrus County that influenced growth patterns. The <br />construction of these mill villages controlled the location of affordable housing in this <br />area for decades. The location of this housing probably contributed to segregation but <br />appears to be economically driven. <br />Number of farms that utilize migrant workers and its effects on housing <br />patterns. According to the 2010 NC Agriculture Statistics, there are 611 farming <br />operations in Cabarrus County. These farms traditionally have not used many <br />migrant workers; therefore, it is not believed to affect housing patterns in Cabarrus <br />County. <br />Industry contributions to current housing patterns. There were several Cannon <br />Mills plants located in Cabarrus County that influenced growth patterns for decades. <br />Cannon Mills constructed "mill houses" for their employees to live in. The <br />employees were charged nominal rent. Cannon Mills cared for and maintained the <br />homes. The homes received excellent maintenance for many years. The location of <br />this housing probably contributed to segregation. As the economy changed from <br />textile based to service oriented, many families began to move into suburban <br />developments. This left the older neighborhoods to the low income, often minority <br />families. The 2010 Census indicates strong growth in the Hispanic population. Many <br />of Hispanics are moving into traditionally black neighborhoods, however, Cabarrus <br />County has no specific data on this changing pattern yet only "anecdotal evidence." <br />Staff expects to see more supportive data on this issue from the 2010 Census on the <br />census tract level. <br />Fair Housing Enforcement <br />Do you have a Fair Housing Ordinance? No. A new Fair Housing Ordinance will <br />be adopted to capture and include new NC Division of Community Assistance <br />requirements in early 2011. The document is currently in draft form. <br />What mechanism exists for citizens to file complaints alleging illegal <br />discrimination in programs or services funded by your jurisdiction? Cabarrus <br />County has had a system for complaints for several years. We participate in a HOME <br />Consortium as well as the Cabarrus County /Harrisburg /Mount <br />Pleasant /Midland/Locust CDBG Scattered Site Housing Rehabilitation programs. <br />Fair Housing complaint procedures direct any individual wishing to report an incident <br />to submit, in writing, the complaint to the County's Community Development <br />Manager.
