If the <br />Manager cannot resolve the complaint, the complaint is referred to the NC Human <br />Relations Commission, which has been charged with investigating Fair Housing <br />Complaints within North Carolina. Every effort is made to resolve any complaints at <br />the local level. The Cabarrus County Community Development Manager has <br />received no housing discrimination complaints in the past ten years. All complaints <br />received have fallen under Landlord Tenant Relations. <br />Do you have an Affirmative Marking Plan? No written plan exists to affirmatively <br />market housing. Cabarrus County has administered the CDBG Concentrated Needs <br />Program in areas of low income, minority concentrations to improve the quality and <br />value of the neighborhoods. Additionally, Cabarrus County administers a number of <br />housing rehabilitation programs that allows staff to address a number of housing and <br />accessibility needs. The ability of staff to meet so many needs reduces the number of <br />fair housing complaints. Cabarrus County also works with local nonprofit housing <br />agencies to affirmatively market.
