due to lack of attention to repairs. These clients are either dealt with through minimum
housing codes or referred to The NC Department of Justice Landlord Tenant Relations
Division for some resolution.
D. Zoning and Site Selection
Zoning
Are there any zoning requirements that have the effect of limiting housing
opportunities to protected groups? Cabarrus County and its towns and cities have a
wide range of residential zoning districts and product options. These options range from
zoning districts that have multifamily products to districts that include large lot
subdivisions, serving all citizens with housing choice. The Town of Harrisburg had an
area of concern during our last Analysis of Impediments that has been resolved. The
Town eliminated zoning options for more dense zoning districts, reducing housing
opportunities through economic elimination. However, the Town of Harrisburg
reinstated a clustering option that provides for more dense development.
Single family homes, multifamily, duplexes, triplexes, quadplexes and mobile homes are
allowed in multiple districts in all of the jurisdictions. There are 6 incorporated
municipalities in Cabarrus County. All six of these jurisdictions provide water and sewer
services permitting more dense development. In the unincorporated areas of the County,
many areas are not served by water and sewer, therefore, dense development is
impossible.
Site Selection
Do current site selection policies have a disproportionate impact based upon a
protected basis? If so, is there a nondiscriminatory reason for this policy and is
there an alternative that would have a less discriminatory impact? Site selection
policies for grant programs do not have a disproportionate impact based upon protected
class status. Homes are selected based on windshield surveys, applications, and
recommendations from other agencies such as DSS or the Department of Aging. All
applicants are considered without reference to race, color, creed, nationality, etc. All
current housing repair and rehabilitation programs are scattered site in nature.
181Page
Analysis of Impediments March 2011
Attachment number 1
F -1 Page 68
