unprecedented access to employment from many areas within Cabarrus County. <br />Providing transportation to employment, necessities, and services provides more housing <br />choice to low to moderate income and disabled persons. <br />Cabarrus County has applied for and used Community Development Block Grant funds <br />for housing rehabilitation and community revitalization. Cabarrus County recently <br />installed a public water system in a low income minority community. This activity may <br />encourage people to stay in a largely segregated area, however, it will increase the <br />property values and quality of life of those in the community. Low income <br />neighborhoods, with and without minority concentrations, have been targeted for this <br />work. The housing rehabilitation programs the County is currently administering are all <br />scattered site housing rehabilitation. These actions may have caused individuals or <br />families to stay in neighborhoods, rather than move to more integrated neighborhoods. <br />Additionally, the older public housing is located in an area of high minority <br />concentration. The location of this public housing may encourage segregation. A newer <br />public housing facility was constructed in a more racially diverse area several years ago, <br />however, it is much smaller than the main facility. <br />3. Sale of Subsidized Housing and Possible Displacement <br />The City of Concord, Habitat for Humanity and Prosperity Unlimited all provide <br />subsidized housing for sale. It is provided in the form of down payment assistance, <br />subsidized loans, reimbursement of water and sewer tap fees as well as other benefits. <br />Cabarrus County does not produce for sale. In an effort to assist with subsidized housing, <br />Cabarrus County does provide a reimbursement for Adequate Public Facility Voluntary <br />Mitigation Payments for low income families or Habitat for Humanity or other 501 C3 <br />housing projects. Local governments have done very little demolition activities lately <br />that would cause displacement. Due to market conditions, new construction by <br />community development organizations has drastically slowed. In rare cases where the <br />nonprofits have dislocated a renter or homeowner, they have relocated according to <br />federal regulations where federal funds were used. <br />Other forms of assistance that are preventing displacement have been foreclosure <br />prevention activities. Cabarrus County, the City of Concord, the City of Kannapolis, <br />Prosperity Unlimited and Concord First Assembly Church provided a large foreclosure <br />prevention and Fair Housing workshop at the beginning of the housing crisis. Housing <br />counselors, attorneys, service providers and other agencies were available at the same <br />place to provide clients with the necessary information to prevent foreclosure. <br />Additionally clients were educated regarding services available if the prevention failed. <br />Prosperity Unlimited provides foreclosure counseling to any client requesting assistance. <br />201Page <br />Analysis of Impediments March 2011 <br />Attachment number 1 <br />F -1 Page 70 <br />
