They also pursue loan modifications and refinancing options to ensure that clients can <br />continue to afford their homes. <br />5. Property Tax Policies <br />Cabarrus County provides residents with a number of tax relief programs. These include: <br />• Homestead Exclusion for Elderly & Disabled (NCGS 105- 277.01) <br />• Homestead Circuit Breaker Deferment (NCGS 105 -277B) <br />• Disabled Veteran Exclusion (NCGS 105- 277.1C) <br />• Property Tax Exemptions (NCGS 105 -277.8 thru 278.8) <br />• Present Use Deferment Program (NCGS 105 -277.2 thru 277.7) <br />These programs make property more affordable to maintain. Many properties in <br />Cabarrus County may become less affordable for lower income families due to proximity <br />to the Charlotte Motor Speedway, Research Campus or Concord Mills Mall and other <br />areas where there is a demand for property. These tax relief programs are prominently <br />displayed on Cabarrus County's website, recommended by Social Services, nonprofit <br />agencies and the Cabarrus County Aging Department. Citizens may visit the offices at <br />any time to learn how to obtain reductions that may be available to them. <br />Additionally, Cabarrus County provides opportunities to persons with back taxes to <br />establish payment plans that are affordable and appropriate for their income. There is <br />also an appeals process beyond meeting with the Tax Assessor with the Board of <br />Equalization and Review. This board makes decisions on the correctness of the value <br />given to a property. This board is appointed by the Cabarrus County Board of <br />Commissioners and consists of people who have knowledge in the field of real estate, <br />assessment, etc. <br />Finally, Cabarrus County provides property tax incentives to businesses wishing to <br />relocate to Cabarrus County in an effort to create more jobs. The incentive is paid if the <br />correct amount of jobs are created by the business in a specified time. <br />There are no known impediments in property tax policies. <br />6. Planning and Zoning Boards <br />Each community in Cabarrus County appoints its own Planning and Zoning Board and <br />adopts their own regulations. Each community provides options for multifamily and <br />smaller lot subdivisions. The communities with water and sewer service are able to <br />provide more dense development. Cabarrus County is limited by lack of infrastructure in <br />much of the jurisdiction and also has very poor soils in the unincorporated areas of the <br />county. <br />211 <br />Analysis of Impediments March 2011 <br />Attachment number 1 <br />F -1 Page 71 <br />
