An area of possible concern is a decision in the Town of Midland to disallow any new <br />mobile homes. This may have a limiting affect on housing choice, however, many tracts <br />of land in this area are large and owned by families. The acquisition of property that one <br />could put a mobile home is not widely available. <br />The City of Concord recently approved a Habitat for Humanity subdivision which <br />Cabarrus County provided the property for development. The City approved a dense <br />design on a topographically challenged piece of property that is located in a racially <br />diverse area. <br />Cabarrus County's Boards and Commissions are not currently as representative of the <br />community as they have been in the past. The Cabarrus County Board of Commissioners <br />consists of four white males and one white female. The Cabarrus County Planning and <br />Zoning Commission/ Board of Adjustment has eight white males, three white females, <br />and one black female. Mount Pleasant's Board of Commissioners has six white males. <br />The Mount Pleasant Planning and Zoning Commission /Board of Adjustment has three <br />white males, one white female and one black female. Harrisburg currently has 7 white <br />men and one white woman on the Town Board. The Harrisburg Planning and Zoning <br />Commission /Board of Adjustment has four white men, two white women, and one black <br />woman. Midland's Town Board has four white men and one white woman. The <br />Midland Planning and Zoning Commission /Board of Adjustment has three white males <br />and two white females. The Locust Town Board has eight white males and the Planning <br />and Zoning Board has nine white males and one white female. Mount Pleasant has a <br />small minority populations with 3.6% (2005 -2009 American Community Survey) The <br />same study shows Harrisburg's minority population has increased to 15.7% of the <br />population. In the 2000 Census, Locust had 5.1% minority population. In Midland, we <br />have no accurate measure as the Town was incorporated after the 2000 Census was <br />conducted. There is no American Community Survey Data available for that community <br />either. <br />7. Building Codes (Accessibility) <br />Do local building codes include the requirements of the Federal Fair Housing <br />Act of 1988? No. Cabarrus County provides building inspection services for the <br />unincorporated areas of the county, Mount Pleasant, Harrisburg, Midland, <br />Concord, Locust (only the portions in Cabarrus County) and Kannapolis. <br />Cabarrus County enforces the North Carolina State Building Codes and ANSI <br />codes which include some accessibility measures. These building codes do not <br />incorporate Fair Housing Requirements. Fair Housing regulations are enforced by <br />the Cabarrus County Community Development Division through the Fair Housing <br />Administrator. The Fair Housing Resolution, Plan and activities are all <br />administered by the Community Development Division.
