If not, how are local builders and architects made aware of these <br />requirements? These organizations are notified about the Fair Housing <br />Programs through newspaper advertisements, local cable access television <br />advertisements, radio advertisements, government websites, posters and <br />pamphlets located at government offices, libraries, and financial institutions. <br />Builders and architects are informed of accessibility regulations through the plan <br />submittal process if a deficiency is found in plans. Many builders and architects <br />work in the same jurisdictions and are familiar with the localities requirements <br />regarding accessibility. <br />Are they in compliance with FFHA requirements? ADA requirements? <br />Section 504? <br />Yes, they are in compliance with all regulations that Staff is aware of at this time. <br />Is the local Homebuilders Association of VAMA signatory? No <br />Is there an identified community need for housing for persons with <br />disabilities? Yes. The population is aging and this will become more important. <br />In reviewing census data regarding persons with disabilities and talking with local <br />nonprofit agencies serving persons with disabilities, there is a great need for <br />affordable housing. Many clients are low income and may have been without <br />income for many months as they awaited their disability award. The cost of <br />housing in this locality may be prohibitive to persons who are on SSI. The <br />agencies expressed difficulty with market rent locations allowing modifications, <br />but felt that affordable rental providers were more cooperative with allowing <br />modifications. Cabarrus County Staff educated the staffs of these agencies <br />regarding the Fair Housing requirements and provided contact information for <br />future problems in this area. The nonprofits who assist persons and families with <br />disabilities would like to see more transitional housing and supportive housing for <br />their clients. In an effort to address some of these issues, Cabarrus County <br />provides some services that make accessibility modifications under the HCCBG <br />grant to further assist with availability of units and can provide large <br />modifications under the full housing rehabilitation programs for qualified <br />applicants. <br />Is there an identified community need for the construction of more <br />affordable housing? Staff is unsure at this time. The market has changed since <br />the recession and new trends are unclear. Tax values are expected to show a 9% <br />decline in the next reevaluation which may expand housing choice. <br />8. Environmental Discrimination <br />Identify the location of hazardous materials within the community. Are they <br />disproportionately in areas of minority or low- income concentration?
