Are they located <br />disproportionately in areas of minority or low income concentration? See <br />Appendix D for a list of active and archived superfund sites. The sites are not <br />disproportionately in areas of minority or low- income concentration. <br />Identify any site selection policies or procedures that may contribute to the <br />concentration of environmental hazards in minority or low- income areas. There <br />are no local policies or procedures that would attempt to locate hazardous sites near <br />low- income areas. <br />Identify any local, state, or federal efforts to remove environmental hazards. <br />Much of Cabarrus County is served by public water and sewer systems, thus reducing <br />the use of failing septic systems and contaminated wells. Cabarrus County has <br />applied for water and sewer infrastructure grants to supply low to moderate, often <br />minority, communities with public services. The City of Concord has administered <br />Brownfield grants to clean up environmental hazards. <br />What barriers exist to the removal of environmental hazards from the <br />community? A lack of money and community resources to clean up environmental <br />hazards. The City of Concord has applied for and received Brownfield grants to <br />assist with cleanup; however, this dependency on outside funds is a barrier to removal <br />of environmental hazards. <br />B. Private Sector Lending Policies and Practices <br />Discrimination in the Rental Market <br />Are there any zoning requirements that have the effect of limiting the <br />availability of rental units within the jurisdiction? No zoning regulations, only <br />the availability of infrastructure. <br />Where are rental units are located? Are they located in areas of minority <br />concentration? Rental units are located throughout residential areas of the <br />County and the towns and cities. Rental units are located in all price ranges, in <br />more diverse racially and less racially diverse areas. There are multifamily and <br />single family units available in all price ranges, providing housing choice for all. <br />Where are the public housing units located? Public Housing units are located <br />in the City of Concord, in a traditional minority concentration census tract. The <br />original public housing units have been there since the 1950's.
