sponsored loans, the disposition of applications by race, gender, income, and <br />summary information in the Charlotte- Gastonia -Rock Hill MSA for 2009. When <br />searching the FF1EC's website for Community Reinvestment Act performance, <br />twelve banks appear with Satisfactory to Outstanding ratings, according to the <br />FF1EC's website (www.ffiec.gov) (Appendix F). <br />Is there evidence of illegal redlining? No known activities. <br />Are banking services available on an equal opportunity basis? There is a variety <br />of banks all over the county and in all of the municipalities in Cabarrus County. <br />Cabarrus County is located next to Charlotte which is a major banking center. There <br />is a large amount of banking opportunities are within walking district of the lowest <br />income census tract (Census Tract 421) which is located in the City of Concord. <br />These are full service financial institutions. <br />Examine the Community Needs Assessments and Community Reinvestment <br />Activities of local banks to determine the adequacy of these activities as <br />compared to community needs as determined through the jurisdiction's <br />planning process. Several local banks have participated in Habitat for Humanity <br />projects as well as Prosperity Unlimited (a CHDO) activities. These banks have <br />worked closely with the City of Concord and Prosperity Unlimited to provide loans <br />and assistance with community development projects. Attached is Community <br />Reinvestment information in Appendix G. Tables 1 -1 and 2 -1 illustrate the loans <br />issued to small businesses and small farms. There were 116 moderate - income small <br />business loans for 2009. These constituted over $4 million dollars. There were 1046 <br />middle income small business loans amounting to $28 million dollars. Housing <br />rehabilitation and affordable housing production are considered important goals in <br />Cabarrus County and the local financial institutions are participating. The City of <br />Concord has two lending institutions that have Outstanding CRA ratings. <br />Do local financial institutions participate in housing projects or in the funding of <br />housing related services sponsored by the jurisdiction? Yes. Several of the local <br />institutions have offered loans to low income families that work with nonprofit <br />agencies as well as supported various projects by Prosperity Unlimited and Habitat <br />for Humanity in the past.
