C. Public and Private Sector <br />1. Fair Housing Enforcement <br />There has been no enforcement action in the past ten years at Cabarrus County' s level <br />because no actual fair housing complaints have been received by the county. All <br />complaints received were determined to be landlord tenant issues, not fair housing issues. <br />However, the Human Resource Council has received a number of complaints which have <br />been investigated and resolution sought. <br />2. Informational Programs <br />1. Public notices /news stories have been run in the Independent Tribune and the <br />Charlotte Observer for the CDBG Scattered Site Housing Rehabilitation program <br />as well as for the HOME program. These advertisements described the rights of <br />protected persons from discrimination in Fair Housing issues and contact <br />information for complaints. <br />2. Pamphlets and posters pertaining to Fair Housing are posted at the Cabarrus <br />County Commerce Office, other government offices and in the libraries located in <br />Concord, Mount Pleasant, and Harrisburg. Pamphlets have also been placed in <br />financial institutions in the downtown areas, one of the Census tracts with the <br />largest amount of minorities in the Cabarrus County. <br />3. Radio advertisements are run periodically on the local radio station regarding <br />Fair Housing regulations and who to call if you experience discrimination. <br />4. Local Cable Access Advertisements are run periodically on the local cable <br />access station, Channel 22, regarding Fair Housing regulations and who to call if <br />you experience discrimination. <br />5. Cabarrus County's Website has a permanent Fair Housing page that provides <br />the law itself and contact information for complaints. <br />6. Educational Opportunities are addressed by Prosperity Unlimited which <br />provides Fair Housing in their homeownership educational programs. Cabarrus <br />County Community Development regularly provides presentations for church and <br />civic groups on housing programs and Fair Housing is always discussed as part of <br />the program. <br />Results: <br />There has been no discernable result to these activities as Cabarrus County has had no <br />complaints or feedback other than people acknowledging that they were unaware of <br />the fair housing program and resources available if they feel they have been <br />discriminated against once they learn of these resources.
