v. Assessment of Current Public and Private Fair Housing <br />Programs and Activities in the Jurisdiction. <br />A. Public Fair Housing Activities <br />Identify all resources available for the promotion of fair housing and equal <br />opportunity. Cabarrus County has used the following media to advertise the <br />programs: The Independent Tribune newspaper (daily circulation), the Charlotte <br />Observer, Time Warner Vision local cable access channel, the Cabarrus County <br />Website, local radio stations and Fair Housing materials obtained from the NC <br />Human Relations Commission are posted in government offices, financial <br />institutions, schools and local libraries located in Concord, Mount Pleasant, and <br />Harrisburg. Information on fair housing is provided at any site where Community <br />Development Staff makes presentations, the local agricultural fair, senior health and <br />wellness days, through social services, and other outreach activities. Finally, local <br />governments and nonprofits have provided workshops on fair housing topics <br />separately and jointly. <br />How are citizens made aware of these activities? Fair Housing posters and <br />pamphlets are posted in government offices, libraries, schools, and financial <br />institutions. Fair Housing programs are advertised on a local radio station , local <br />cable access, Cabarrus County Website, and in the local newspapers (Independent <br />Tribune and Cabarrus Neighbors section of the Charlotte Observer) and at speaking <br />engagements. <br />List all such activities during the past two years. What were the results of these <br />activities? Public notices /news stories have been run in the Independent Tribune for <br />the CDBG Scattered Site Housing Rehabilitation program as well as for the HOME <br />program. These advertisements described the rights of protected persons from <br />discrimination in Fair Housing. Pamphlets and posters pertaining to Fair Housing <br />are posted at the Cabarrus County Commerce Office and in the libraries located in <br />Concord, Mount Pleasant, and Harrisburg. Pamphlets have also been placed in <br />financial institutions in the downtown areas, one of the Census tracts with the largest <br />amount of minorities in the County. Additionally, Prosperity Unlimited, a CHDO, <br />addresses Fair Housing in their homeownership programs. Radio advertisements <br />were run on a local radio and cable advertisements were run on local cable access. <br />Cabarrus County has a website that has a permanent Fair Housing page. Community <br />Development staff have made presentations on Fair Housing and housing <br />rehabilitation programs to churches, civic groups, lunch plus clubs and others. <br />There has been no discernable result to these activities. Cabarrus County has had no <br />complaints or feedback other than people acknowledging that they were unaware of <br />the fair housing program and resources available if they feel they have been <br />discriminated against once they learn of these resources.
