Pre - Qualification of Building Shell Weatherization Service Providers <br />Invitation to Submit Applications <br />Announcement Type This Invitation to Submit Applications under the Weatherization <br />Assistance Program is issued by the North Carolina State Energy Office <br />( "SEO "), an agency in the Energy Division of the North Carolina <br />Department of Commerce. <br />SEC's Weatherization Assistance Program is funded by monies made <br />available through the American Recovery and Reinvestment Act of 2009 <br />( "ARRA "), Weatherization Assistance Program Formula Grants (Funding <br />Opportunity Number DE -FOA- 0000051). SEO grants these funds to 28 <br />local community action agencies and units of government that receive <br />and process weatherization applications and dispatch in -house crews <br />and subcontractors to perform weatherization work. As such, only these <br />28 sub - grantees may enter into a contract to conduct work for the <br />Weatherization Assistance Program. <br />With this Invitation to Submit Applications, SEO will evaluate each <br />Application in order to create a list of approved subcontractors for the <br />Weatherization Assistance Program (the "Approved Subcontractors List" <br />or the "List "). The SEO will provide this list to its 28 sub - grantees. Sub - <br />grantees will have the option of continuing to use their own procurement <br />processes or of using this Approved Subcontractors List to select <br />subcontractors to perform the shell work described herein. However, <br />those sub - grantees that select from this Approved Subcontractors List <br />will be able to contract with Applicants and begin dispatching work <br />immediately while sub - grantees that engage in their own procurement <br />process must submit their selections to the SEO for subsequent <br />approval before a contract may be awarded. <br />Please see Page 18 of this Invitation to Submit Applications for <br />additional information on this pre - qualification process. <br />Public, for - profit, and 501(c)(3) not - for - profit entities that are licensed <br />Eligible Applicants General Contractors in the State of North Carolina and able to provide <br />the building shell weatherization services described herein are eligible to <br />apply through this Invitation to Submit Applications. <br />Statutes, Regulations, This Invitation to Submit Applications is funded by monies made <br />Agreements and Guidelines available through the American Recovery and Reinvestment Act of 2009 <br />( "ARRA "), Weatherization Assistance Program Formula Grants (Funding <br />Opportunity Number DE -FOA- 0000051). The Weatherization Assistance <br />Program Guidelines (10 CFR 440) are incorporated into this Invitation to <br />Submit Applications by reference as though set forth in their entirety <br />herein. Capitalized terms in this Invitation to Submit Applications have <br />meanings ascribed to them in the Guidelines.
