Special ARRA provisions <br />affect: <br />— Reporting, tracking and segregation of incurred costs; <br />— Reporting on job creation and preservation; <br />— Publication of information on the Internet; <br />— Access to records by Inspectors General, Government Accountability Office, Department <br />of Energy, State Auditors' Office and the Office of Budget and Management; <br />— Prohibition on use of funds for gambling establishments, aquariums, zoos, golf courses or <br />swimming pools; <br />— Ensuring that Buy American Provisions are followed; <br />— Ensuring wage rates comply with Davis -Bacon and are comparable to those prevailing on <br />projects of a similar character; and <br />— Protecting whistleblowers and requiring prompt referral of evidence of a false claim to an <br />appropriate inspector general. <br />ELIGIBILITY REQUIREMENTS <br />The SEO is interested in receiving responses from firms capable of providing weatherization <br />services, including: <br />— Educating clients about health and safety and energy efficiency in homes; <br />— Professionally evaluating single- and multi - family dwellings and mobile homes for safety <br />and energy efficiency; <br />— Insulating attics, floors and walls, as needed; <br />— Making minor repairs to homes for health and safety reasons; <br />— Installing smoke and carbon monoxide detectors; and <br />— Performing base load and general heat waste measures. <br />Please note that the Weatherization Assistance Program is an energy conservation program with <br />emphasis on the health and safety of the client and NOT a housing rehab program. Minor repairs <br />are secondary measures and are not done unless regular weatherization work is needed. As a <br />result, the Weatherization Program DOES NOT: <br />— Rehabilitate homes; <br />— Replace all windows or doors; <br />— Make major home repairs such as new roofs, new floors, plumbing or electrical work; <br />— Build additions; <br />— Paint (except in areas disturbed by weatherization work); <br />— Lay carpet; <br />— Perform lead -based paint and asbestos abatement; nor <br />— Perform mold remediation. <br />Public, for - profit, and 501(c)(3) not - for - profit entities that are financially- sound, adequately <br />insured, licensed General Contractors in the State of North Carolina that have not been debarred, <br />suspended or proposed for debarment /suspension at the federal or State level, who do not have <br />any overdue federal, State, or local tax debts and who are able to provide the building shell <br />weatherization services described herein are eligible to apply through this Invitation to Submit <br />Applications. For additional information on insurance requirements, licenses and how fiscal <br />viability will be evaluated, please see the Application Requirements (page 11) and Evaluation <br />Criteria (page 16) sections of this Invitation to Submit Applications. <br />CANCELLATION <br />Any of the following will result in an investigation and, if found to be accurate, the provider will be <br />removed from the qualified weatherization service provider list and may be reported to the Office <br />Solicitation No. 2011WXSSP <br />Pape 6 of 53 <br />Attachment number 1 <br />F -4 Page 118 <br />
