of the State Auditor and the appropriate federal Office of the Inspector General for suspension or <br />debarment: <br />— Reports of sub - standard workmanship or unprofessional behavior; <br />— Discrimination against or denial of employment to any individual in the performance of <br />any weatherization contract in violation of Equal Opportunity Employment Laws; <br />— Failure to maintain appropriate working relationships with the client and representatives <br />of the NC Weatherization Assistance Program; <br />— Failure to adhere to established time schedules for work completion; <br />— Failure to honor the application and other contract documents; <br />— Failure to meet reporting and invoicing requirements in a timely manner; <br />— Failure to maintain insurance coverage, as stated; or <br />— Failure to maintain the minimum certifications and licenses required, as stated. <br />SCOPE OF WORK <br />Applicants must have the ability to provide all shell weatherization services listed below. If you wish to <br />focus on a specific geographic area, please indicate so by naming the counties you are willing to serve on <br />the required Weatherization Subcontractor Profile and Certification Form. <br />The sub - grantee performs a comprehensive energy audit documented on the Home Energy Assessment <br />Checklist on every home. As a result of this audit, a scope of work is developed. When shell measures <br />are listed on the scope of work, the sub - grantee will perform a pre- and post - weatherization blower door <br />test will be performed on each house. The results must be documented on the job report. Air leakage <br />diagnosed using the blower door will determine the closure target for the weatherization shell service <br />providers to achieve. All measures to be installed and closure targets will be provided on the Work Order <br />submitted to contracted service providers. After the Work Order is completed, the sub - grantee will <br />conduct a final inspection to ensure all work has been completed properly and materials that were <br />charged to the job were installed, including a post - weatherization blower door test. Jobs that fall at or <br />below the air leakage closure target will be subjected to additional monitoring. <br />Possible shell measures that might be recommended on the Work Order include: <br />A description of each of these measures follows. Unless otherwise noted, the shell services described for <br />site -built homes are the same as for manufactured homes. <br />NOTE: Windows and doors in extreme disrepair are not considered an air leakage measure, but rather an <br />"incidental repair ", as defined in the DOE regulations CFR 440.3 and in the N.C. Health and Safety Plan. <br />TASK 1: SEAL MAJOR AIR LEAKS AND BYPASSES <br />A. Use the blower door to track air sealing. <br />B. Prevent convective and conductive heat loss, which results from the free movement of air <br />between the attic and basement /crawlspace. In addition to the following requirements, <br />ventilated attics must have a post -test zonal pressure of at least 45 Pascals with reference to <br />the house. A visual inspection must be performed in addition to attaining the zonal pressure <br />required above. <br />1.
