• Utility expenses (must have disconnect notice) Deposits, returned check <br />charges and /or tampering fess will not be included. Must be within 5 days of <br />disconnect. <br />• Transportation assistance when needed to relocate (distance of relocation will <br />impact ability to assist) <br />• Medical needs not covered by Medicare/Medicaid, when financially practical <br />to pay for them. (Requires PA/Director approval) <br />• Any other requests must have the approval of the Adult and Family Services <br />Program Administrator and /or Director. <br />Cabarrus County budgeted $410,000 for FY 2011 from the Work First Block <br />Grant to fund the EA program. <br />B. Special Emergency Assistance (EA) Provision for Displaced Workers Due to <br />Plant Closures, Large -Scale Layoffs, or Natural Disasters (This provision is not <br />continuously in effect, and can only be enacted on the authority of the Director): <br />The special provision of EA for families where the wage earner is displaced due to a <br />plant closure, large -scale layoff, or natural disaster has specific eligibility <br />requirements that must be followed in order to access the increased benefits funding. <br />A family who has been directly impacted by the plant closure, layoff, or natural <br />disaster, if determined eligible, may receive the special EA assistance even if they <br />have previously received general EA during the same year. The requirements and <br />benefits are as follows: <br />1. Household may not have over $2,000.00 in reserve. Reserve in this case is <br />defined as cash on hand, savings accounts, and /or checking accounts. <br />3. Income, reserve and outstanding bills must be verifiable through the following <br />methods that are applicable in each situation: <br />a) Pay stubs for all household members, using Work First kinship rules <br />b) Most recent bank statement <br />c) Unemployment Benefits Award Letter <br />d) Family must have outstanding verifiable bills <br />4. Families receiving benefits must receive budgetary counseling, which will be <br />provided through Consumer Credit Counseling. <br />5. Family must have a plan in place to meet their ongoing needs. <br />6. Wage earner(s) must be involved in an organized program for re- employment, <br />when appropriate and available and provided. <br />7. Specific benefits of Special Provision: <br />a) Benefit payments maybe up to but not exceeding $1,200.00 for various <br />critical expenses during a 12 -month period.
