CABARRUS COUNTY FIRE PROTECTION STUDY <br />Cabarrus County-related Experience <br />Mr. Adams' fire, rescue and EMS experience includes the following key areas that are <br />directly related Cabarrus County and the Cabarrus County scope of services: <br />1. Assessed, planned and implemented organizational changes through the years <br />in the fire, rescue and EMS services of a growing community with substantial <br />volunteer staff participation; <br />2. Assessed, planned, and implemented staffing and apparatus enhancements in <br />a growing community; <br />3. Conducted over 30 fire, rescue and EMS station location studies and oversaw <br />the construction of six fire /rescue stations; <br />4. Assessed the need, planned and assisted with the implementation of a county- <br />wide training programs and academy; <br />5. Served as both volunteer and paid fircfighter, paramedic, officer and <br />administrator in four volunteer fire departments and the County fire, rescue <br />and EMS department during his paid and volunteer career; <br />6. Developed, implemented and participated as a member in a volunteer <br />recruitment and retention program; <br />7. Served as volunteer fire, rescue and EMS member and officer in a county <br />combination paidlvoluntecr system; <br />8. Managed and commanded fire, rescue and EMS forces in a growing <br />community initially as a volunteer and subsequently in a paid capacity; <br />9. Planned, implemented and managed fire, rescue and EMS automated records <br />management systems; <br />10. Managed a county-wide fire, rescue and EMS dispatch center and planned and <br />implemented CAD, 911, facility and other related infrastructure components; <br />11. Developed and implemented capital improvements programs involving fire, <br />rescue and EMS apparatus and stations; <br />12. Conducted fire inspections; <br />13. Participated in the county -wide emergency management program; <br />14. Utilized emergency on -scene cormnunications support functions; and, <br />Attachment number 2 <br />F -4 Page 77 <br />
