CABARRUS COUNTY FIRE PROTECTION STUDY <br />2. Developed, implemented and manage volunteer incentive and recruitment and <br />retention programs; <br />3. Service provider and manager in county -wide fire, rescue and EMS services <br />with paid and volunteer staffing; <br />4. Serves on county emergency management staff, <br />5. Participates in a county -wide BLS /ALS EMS program including ambulances <br />and paramedic units; <br />6. Fire, rescue and EMS instructor at relevant levels; <br />7. Developed and implemented fire, rescue and EMS policies, procedures and <br />sops; <br />S, Assessed and manages fire, rescue and EMS response areas; <br />9. Utilizes a state-of-the-art county -wide fire, rescue and police emergency <br />dispatch system; <br />10. Served as volunteer fire, rescue and EMS member and officer in a county <br />combination paid/volunteer system; <br />11, Implements and manages emergency services public education programs; <br />12. Manages fire and arson investigation programs for a county; <br />13. Manages and participates in a county -wide fire prevention and inspection <br />program; <br />14. Participated as a volunteer member of a number of volunteer fire departments; <br />15. Assessed and managed water supply programs; and, <br />16. Evaluated and made modifications to fire, rescue and EMS organization <br />structures in county volunteer /paid organizations. <br />John M. Best <br />Mr. John Best is the former fire chief of an Orlando, Florida, fire, rescue and EMS <br />department serving a diverse area, including Walt Disney World. As fire chief, he was <br />responsible for the administration, management and fiscal control of a progressive fire <br />services delivery agency with a $17 million budget and 165 employees.
