CABARRUS COUNTY FIRE PROTECTION STUDY <br />Throughout his fire and EMS career he sewed as firefighter /paramedic, unit officer, station <br />commander, captain, battalion chief and deputy fire chief. During his tenure as deputy chief <br />Mr. Best was responsible for training, communications and dispatch, fire prevention and <br />arson investigations, budget management, personnel and procurement. As a volunteer in a <br />combination paid/volunteer system he was an active operational member and officer in one <br />of the busiest volunteer fire departments in Maryland. <br />Asa consultant, Mr. Best provided public safety services to local governments involving fire, <br />rescue and EMS management, organization, code application and enforcement. He also is <br />a recognized strategic planning expert having completed more than 40 public safety agency <br />analysis and strategic plans nation -wide. <br />He has lectured as an adjunct faculty member of John J. College in New York City <br />extensively in fire services curricula including emergency management planning and <br />response, risk analysis and management, fire prevention and education, administration and <br />contemporary fire protection issues. <br />Cabarrus County - related Experience <br />John Best's' fire, rescue and EMS experience includes the following key areas that are <br />directly related Cabarrus County and the Cabarrus County scope of services: <br />1. Service fire services provider and manager in two county -wide fire, rescue and <br />EMS services with paid and volunteer staffing; <br />2. Served as regional emergency manager; <br />3. Served as volunteer fire, rescue and EMS member in a county combination <br />paid/volunteer system; <br />4. Served as EMT -B and paramedic in an suburban /urban county; <br />5. Fire, rescue and EMS instructor; <br />b. Developed and implemented fire, rescue and EMS policies, procedures and <br />sops; <br />7.
