CABARRUS COUNTY FIRE PROTECTION STUDY <br />8. Assessed and made improvements to county -wide fire, rescue and EMS <br />emergency dispatch fitnction; <br />9. Planned, implemented and managed countywide emergency services public <br />education programs; <br />10. Manage and direct a county -wide fire prevention and inspection program as <br />county fire marshal; <br />11. Managed and directed a county arson investigations program as chief of arson <br />investigations; and, <br />12. Evaluated and made modifications to fire, rescue and EMS organization <br />structures in county volunteer /paid organizations. <br />William A. Ate <br />Mr. Bill Ale is the current fire chief of the City of Greenville Fire Department, North <br />Carolina, and the former fire chief of the Spartanburg Fire Department, South Carolina. As <br />such, he is responsible for managing all fire protection, hazardous materials, technical rescue <br />operations, fleet maintenance, training, budgeting and procurement functions. Further, lie <br />supervises 76 employees at five work sites with four sections including Fire Prevention, <br />Operations, Training and Maintenance, <br />The Spartanburg Fire Division is an integral part of the fire services delivery in Spartanburg <br />County which is provided fire services by a diverse group of partner paid and volunteer <br />staffed fire, rescue and EMS delivery agencies, similar to Cabarrus County. <br />He served as a volunteer member and officer in a combination paid/volunteer fire services <br />delivery system. As a career /paid capacity Mr. Ale came up "through the ranks" serving as <br />a firefighter /EMT -B, paramedic, sergeant station officer, lieutenant and captain. Asa station <br />officer he was responsible for training of shift and volunteer staff and responded on as many <br />as 7,000 emergency calls a year. <br />As a consultant, Mr. Ale worked for the National Fire Prevention Association (NFPA) <br />providing fire, rescue and EMS training and consultation in lesson plan development and <br />instruction in a number of National standard training curricula, including Fire Officer, Fire <br />�Pi 13 <br />Attachment number 2 <br />F -4 Page 81 <br />
