CABARRUS COUNTY FIRE PROTECTION STUDY <br />conferences and industry seminars. In addition, he has been published in several academic <br />journals and reports based upon his collegiate work that helped earn him the prestigious <br />Graduate Research Award from the North Carolina Association of GIS. Earlier, he <br />graduated magna cum laude from Kean University with a BA in Public Administration. <br />Robert has been involved in emergency services for over 20 years. Beginning in the <br />volunteer ranks as a firefighter, his experience includes 14 years of urban emergency medical <br />services (EMS) as a paramedic in Metropolitan Newark, New Jersey. He also sewed as an <br />EMS manager in suburban New Jersey and as an EMS training officer in Charlotte, North <br />Carolina. Mr. McNally has been the recipient of several professional awards in excellence <br />for his EMS professional work. <br />Cabarrus County- related Experience <br />Mr. McNally's fire, rescue and EMS experience includes the following key areas that are <br />directly related Cabarrus County and the Cabarrus County scope of services: <br />1. Served as fire and EMS services provider and officer in a number of fire <br />departments; <br />2. Assessed the location of fire stations in planning efforts to determine optimal <br />response times and services; <br />3. Developed equipment capital plans and programs; and; <br />4. Assessed various services delivery options, including mergers, consolidations <br />and contracting approaches. <br />Kari Foster <br />Ms. Kari Foster has public safety consultant experience in more than 40 municipalities. Ms. <br />Foster is part of the consultant team that has evaluated public safety services for a federal <br />agency in seven (7) of the nation's largest cities: Chicago, Boston, Baltimore, Memphis, <br />Seattle, Los Angeles, and Philadelphia.
