CABARRUS COUNTY FIRE PROTECTION STUDY <br />C. The PSSi Fire Protection Study will help fire departments develop improvement <br />plans, analyze training records, response times, equipment, and water supply, and <br />rescue service delivery ability, and make recommendations for county -wide response <br />policies. <br />D. The PSSi Fire Protection Study will review the current fire protection contracts and <br />the relationship to each department's operating policies. The study will evaluate <br />training programs and offer qualifications to verify qualification of firefighters are <br />adequate. <br />E. The study will analyze the operating cost of each department. The study will help <br />determine if taxing levels are adequate for each district and that funds are being used <br />strategically for fire protection services. Recommendations for equity of service and <br />staffing will be included. The study will recommend options for capital projects and <br />county -wide purchasing polices. <br />F. The PSSi Fire Protection Study will also consider and offer services delivery <br />options, such as mergers, consolidations, and contracting with municipal <br />departments. <br />Public Safety Solutions, Inc. will develop aFire Protection Study for Cabarrus County and <br />its service provider agencies and personnel by addressing, as a minimum, the task areas as <br />specifically written in the Request for Qualifications. The on -site conferences will include, <br />but are not limited to, a review and evaluation by PSSi of the following aspects of each <br />involved entity: <br />1. Level of Service (in comparison to recognized & published national standards for <br />urban and rural districts) <br />2. Service Demand <br />3. Response tithes <br />4.
