Organization structure <br />2. Operational policies and procedures <br />3. Involvement, participation and management of volunteer <br />4. Geographic operational areas <br />5. Contracts with cities <br />6. Training requirements <br />7. Retention of staff, both volunteer and career <br />8. Workload and response time <br />9. Review of first responder program <br />10.
